Order was instituted by President of the Republic in exile in Paris on 3 September 1947.
Order was awarded to citizens or foreigners, for exceptional services in the defense of the Spanish Republic or for services in the restoration of democratic freedoms in the country.
Order was awarded in three classes: Breast Star, Commander, Knight, plus medal.
