Order was instituted on 16 January 1922.
Order is awarded to Heads of state (Extraordinary Grade), Prime Ministers and other dignitaries (Grand Cordon Grade), and for services to Lebanon and acts of courage.
Order is awarded in six classes: Extraordinary Grade, Grand Cordon Grade, First Grade (Golden), Second Grade (Silver With Palms), Third Grade (Silver), and Fourth Grade (Bronze).
